Putin's doctrine surfaces

by Stefan Forss Stefan Forss is Lecturer at the Department of Strategic and Defence Studies at the National Defence University (Finland) 12.09.2008
Keywords: Putin, Georgia, Russia

A few Georgian battalions - trained to fight terrorists, not to manoeuvre against a powerful Russian army! - undertook a militarily deficient offensive against Tskhinvali in South Ossetia on August 8. The Russians replied promptly and forcefully. Heavy units from the 58th army and parts of other elite units that had been lying ready for attack near the South Ossetian border were deployed, totalling over 20,000 troops supported by navy and air force. After another front was opened in Abkhazia the Georgian army and its infrastructure were quickly crushed. After completion of the ethnic cleansing both breakaway states are now free of Georgians and Russia wants Saakashvili to be brought to justice.

Worries spread, especially in the former Soviet Union border areas. Internationally, the date 08.08.08 quickly came to be regarded as a post cold war watershed. The world is now trying to get to grips with what has happened and what consequences may be expected.
Georgia's leadership acted irresponsibly. Experienced observers wonder whether the country would not have behaved itself had it been let into the NATO waiting room in April. Russia, meanwhile, has been playing the role of the innocent and waging a very successful information war campaign. For the sake of balance, however, other data and opinions need perhaps to be highlighted.

"We simply want respect, respect for our country, our people and our values," said president Medvedev to veterans in Kursk on August 18. He also claimed that neither peace-loving Russia nor its predecessor had ever been the first to attack any country. The pronouncement raises questions, not least in our country. Russia is using Georgia's August 8 attack as a pretext, despite the fact that it took place within Georgia's own borders, not Russia's.

In April this year Russia approved UN Security Council resolution 1808 ratifying Georgia's sovereignty, independence and territorial integrity. Its military offensive stands in stark contrast with its declared line, most recently expressed in the security policy concept published in July and according to which military operations outside the country's own borders may be carried out only with UN Security Council authorisation, as the Kremlin had long stated.
Russia appeals to its constitutional "right" to defend the "life and dignity" of all Russian citizens, regardless of where they live. It has also declared its right to a sphere of interest that includes "especially, but not exclusively, neighbouring states". Russia sees it as a threat to its interests that others establish relationships with the countries in its sphere of interest.

The Russian doctrine goes back a long way. The Red Army's task as it marched into Poland in 1939 had been to protect the Ukrainian and White Russian minorities in the country. The ministry for foreign affairs even referred to Poland's "foolish leadership, plunging the country into this unfortunate war". Its echo can still be heard.
How have we come to where we are now? A factor is the big disappointment felt by the Putin regime with both the disintegration of the Soviet Union and the way in which the West and especially the USA have acted in the world and humiliated Russia by their nonchalant treatment. Putin himself is an intelligence officer, a chekist, and his mentor and colleague, the former KGB chief Vladimir Kryuchkov, probably influenced his thinking significantly, as well as that of the strong men around him, the siloviki. Kryuchkov was among those who opposed Gorbachev's reforms. He was a central figure in the failed coup of August 1991, was pardoned in 1994 and occupied a place of honour at Putin's inauguration as president in 2000. They remained in contact until Kryuchkov's death in November last year.

The campaign against Georgia came after a thoroughgoing risk analysis. "At the very heart of Vladimir Putin's aggressive nationalism is his firm belief that the power of the West is on the wane" wrote the leading British Russia-expert James Sherr in The Daily Telegraph of August 10. Many colleagues share his view. Considering the USA has been thrown off balance with its resources tied up in Iraq and Afghanistan, and many big EU countries being heavily dependent on Russian energy, Moscow considers the prospects good for reclaiming a lot of what was lost in 1991.
The planning for the operation in Georgia was carried out over several years. Every summer since 2004 large military exercises were held in the area, this year Caucasus 2008. Last year it was announced that Russia was suspending the CFE Treaty, relating to conventional armed forces in Europe. After that Russia did not share data concerning troop strengths or movements, nor did she accept any inspectors . The war in Georgia is in grave breach of the CFE agreement.
We may guess that the last straw for the Kremlin was when Kosovo gained independence in February 2008. The political decision to initiate acts of war was perhaps taken after the NATO summit in Bucharest on April 2-4. The first concrete threats of war against Georgia were made at the end of April.

The FSB and the local KGB, an extension of the military intelligence service, the GRU, organised a long series of Russian provocations in Abkhazia and South Ossetia during the spring. The aim was to draw Georgia into armed conflict. It seems certain that the Railway Troops began line reparations at the end of May. A classic indicator is that open goods wagons could not be requisitioned for export; they were reserved for the Caucasus. Heavy war munitions can be transported long distances in Russia almost entirely by rail. Already on June 12 Russian military expert Pavel Felgenhauer wrote that everything seemed to be set for war in August. He was proved right and believes there is more to come.
The military exercise Caucasus 2008 started in July, near the coming war zone. Officially 8,000 troops were involved, but the Nezavisimaya Gazeta reported already on July 18 that the force was large. The troops practised "peace enforcement operations" and, in the words of colonel general Sergei Makarov, commander of the North Caucasus military district, "also actions in view of a possible escalation of the conflict situation in South Ossetia and Abkhazia". At the same time a concentrated cyber-attack was begun against the websites of the President and the Government of Georgia, swamping them with spam and hacking. Thereafter the cyber-attacks continued with varying intensity; August 8-12 were especially hard-hit days.

The Caucasus 2008 exercise was concluded on August 2. By then the provocations had increased dramatically, and Georgia's government made repeated appeals to the international community for help and support. On August 3 South Ossetia's leader Eduard Kokoity gave order to start evacuating the population in the risk zone to Russia, where refugee camps already stood ready and waiting.
Ossetians, Chechens, Ingushes and Cossacks started voluntarily streaming into South Ossetia, as well as tens of Russian journalists. On the evening of August 7 the situation degenerated. Georgia's minister for foreign affairs Eka Tkeshelashvili telephoned the USA envoy Daniel Fried and said the country was under attack. "Be smart about this," answered Fried. "Keep your unilateral cease-fire. Don't fall for the Russian provocation. Do not do this!"

Georgia

Very good and balanced article. But, I think that Russia did exactly the same thing as US and EU did to Serbia recognizing Kosovo' s independence. Given that all the 3 (US, Russia and EU) need desperately each other, it is time for open and sincere talks. Otherwise, issues like anti-terrorism, Afganistan, Iran, Middle East and Balkans cannot be resolved effectively.

Very objective description of the background and events. It is important to remember that Putin's Russia razed Chechnya to the ground. Putin waged the Second Chechen War on August 26, 1999. The Russian military killed more than 25,000 Chechen civilians as a result of massive air strikes and shelling of cities and towns.

Now Puting invaded Georgia to "protect South Ossetians from genocide", even though by August 7, Russia had evacuated all civilians from Tskhinvali and brought in "volunteers" and Ossetian militias who systmatically shelled Georgian villages using weapons prohibited by the treaty. Russia and Ossetian militia violated the treaty and killed many Georgian civillians prior to August 7. After Georgian troops captured Tskhinvali, 20,000 Russian troops and hundreds of tanks and armored vehicles invaded Georgia and ordered/allowed Ossetian militias to carry out massive ethnic cleansing against Georgians (see Human Rights Watch reports). “Human Rights Watch researchers personally witnessed Ossetian militias looting and burning down ethnic Georgian villages during their research in the area,” said Rachel Denber, deputy director of the Europe and Central Asia division of Human Rights Watch. “These satellite images indicate just how widespread the torching of these villages has been in the last two weeks.” Human Rights Watch researchers spoke with several members of the Ossetian militias who openly admitted that the houses were being burned by their associates, explaining that the objective was to ensure that ethnic Georgians would not have the houses to return to. http://hrw.org/english/docs/2008/08/28/georgi19712.htm

We would be foolish to bury our heads in the sand. We all know that the American economy is in a state of collapse and they would solve this problem by starting a war between the EU and Russia and in the process transfer EU wealth to America in exchange for American weapons thereby killing two birds with one stone - making themselves rich again and destroying their rivals for world's resources in EU and Russia.

What I am surprised at is why the EU, with all the millions killed and economies destroyed in two world wars, are so eager to go along with the American plan. The Governments of France, Britain, Poland and the other lunatics in Eastern Europe are jumping up and down trying to pick a fight with Russia at every opportunity.

Europe must know america is not in Europe

by waneki pau
i think the war between russia and georgia was goop for mankind, surely i must also state that its unfortunate people lost lives but i think there are lessons for the world to learn.
1.European union should not ignore the interests of russia in europe and only honour tose of america i mean kosovo indepence,Bombing of serbia by nato, nato expansion into eastern europe.

2.Russia by size is several times the size of europe with the biggest popullation in europe and in case of war offcourse Russia i think would be defeated by nato but also so is Europe more so Britain which to mean has no foreigh policy but follows USA.Russian bombs would destroy europe entirely and america partially hence handing over world dominance to China or even india.

I take issue with your assertions, to wit:
1. The Georgian force you mention was in Iraq
2. The Georgian offensive began with Georgian Peacekeepers, killing their fellow Russian and Ossetian Peacekeepers.
3. The Georgian Offensive then continued with a mass bombardment against Tsinviali, for the purpose of rendering it uninhabitable, thus dispossessing 60% of the population
4. The claim that Georgian territory includes both South Ossetia and Abhazia and the other republics is specious, especially so since the US/UK/NATO dismembered Yugoslavia, including sanctioning the mass cleansing of the Krajina by the Croats, and of Kosovo by the Albanians, for the purpose of severing oil reserves from Serbia
5. The claim that Russia used too much force flies in the face of US Doctrine in Iraq, where it wholesale bombed into oblivion all water supplies, electricity supplies, roads bridges, etc. Modern industrial warfare involves mass force, mass slaughter, and mass terror.
6. The overwhelming force response to Georgia's attack follows Russian doctrine.

Apparently, the Russians chose the correct response.

For the record, my family led the revolt against Catherine the Great. We fought the Japs and Nazis on both East and West fronts. We fought in Guadacanal, Iwojima, Panama, Leyte Gulf, across the Bug, in the Carpathian Mountains, In B24's over Ploesti, the Battle of the Bulge, Vietnam, Gulf Wars I and II.

Were I in command, Tiblisi would have been flattened. Gori ditto.

I'd have taken the entire black sea coast to Turkey. When the NATO ships showed up, I'd have boarded them and taken them as prize to Sevastopol. Regarding the Missile Defense Shield... I'd have invaded Poland, the Baltic States and sent the troublemakers to Novaya Semlya. to starve...

Be thankful Putin is running things... It could be much worse....

Oh, by the way... are NATO/US going to stop massacring weddings and funerals in Afghanistan? They killed 90 in the last one.. Hmmm.... the Russians only killed 267 in the Georgian war.... by US standards... a pittance...... Hmmm who is blood thirsty????

Wars for the sake of evolution? (OR the worst ever PR action)

by Levas
Very funny when everybody was aside on the issue of IRAQ, as it was OK, when the casulties of war in IRAQ is hundreds of that Saddam Husein was suspected to do with kurds, casulties hundreds times bigger than those on 9/11/2001, ten times those Milosevich was suspected in Yougoslavia. It is very funny, nobody will put Bush on Trial as with Milosevichor Koradzich, even as the mess he made chasing "Poor Ben Laden" caused so many unjustified deaths, much bigger than Benladen, Milosovic, Karadzich.. did together. What will be for americans? Doctrine or not ,like it or not

Vladimir Vladimirovitch Putin has already made a lot for humanity ,history and has a gigantic responsibility .He is one the greatest leaders that human kind can trust and follow

For sure those who are not under the influence of the actual western media will understand that .

As long as the real truth comes out, you will face the facts and will have to abide to them , Russia MUST be respected on the planet and of course is already being respected now and onwards

Vladimir Vladimirovitch ended the Chechen war and now children of Chechen republic go to school ,Grozny the capital of Chechen Republic is a beauty

Just ask your self these few questions ?

Why no one is not writing about the Ossetian people who suffered in all this ?

Why the western media is not releasing any coverage on that ?

What American weapons were doing there ?

Why american warships are delivering so called food aids ?

Why Dick Chenny toured the neighbours of Russia ?

When you answer these questions , you will not make that mistake for not respecting Russia but will surely look for

the source of all this in the american side .Who is behind all this ?

Treating Russia as a very respected partner will surely make the world rotates peacefully

Nationalism

Russia is a peaceful country where so many cultures ,communities , genes who want to live peacefully .So many nationalities live in Russia

Instead of talking about nationalism it is better to visit Russia and see how different cultures are here Georgians , Armenians , Adygeisk , Chechen , Uzbeks, Tajisk ,Africans,White Russian Ukrainian live together and have serious responsibilities in Russia .The list is too long to write in this article, so learning Russian culture, language ,history will only

benefits to the whole world .Russia is a very vast country learn Russian, like Russian ,become a partner of Russia

Moscow has so many foreigners ,living ,working in as a real global city.

It is in the interest of the west to accept the fact that Caucasus is a place where only Russia has the ability to keep peace and allow people to live in harmony.

Americans nor NATO are not needed in that area , enough of Iraq , Afganistan etc.....

It's better for humanity to

understand that America should not have dared to think about this and it's better to leave the Caucasus .This is also very convenient for Europe ,President Sarkozy will not have to be blindly followers to Bon Dieu seulement sait

This is a big chance for Persident Sarkozy to show as well that he is a real European Statement who has big chances to become another great leader

My suggestion is that the west has to learn from Vladimir Vladimirovitch Putin as world leader

For Our World

We need to stop.
Just stop.
Stop for a moment…
Before anybody
Says or does anything
That may hurt anyone else.
We need to be silent.
Just silent.
Silent for a moment…
Before we forever lose
The blessing of songs
That grow in our hearts.
We need to notice.
Just notice.
Notice for a moment…
Before the future slips away
Into ashes and dust of humility.
Stop, be silent, and notice…
In so many ways, we are the same.
Our differences are unique treasures.
We have, we are, a mosaic of gifts
To nurture, to offer, to accept.
We need to be.
Just be.
Be for a moment…
Kind and gentle, innocent and trusting,
Like children and lambs,
Never judging or vengeful
Like the judging and vengeful.
And now, let us pray,
Differently, yet together,
Before there is no earth, no life,
No chance for peace.

Russia is a neighbour and if it wants to be such neighbour as it was for Georgia after collapse of USSR then not only EU has to seriously update its security issues but all its neighbours including those in Central Asia.
Ofcourse nobady can ignore Geography and also neighbours have to account for Russia's interests but if they do that separately, they won't succeed and if they try to deal collectively then it may be successfull, I see this process is starting and hope that it will work. Regarding all bullshit about South Ossetia or Abkhazia being always pressed in Georgia not like many Nationalities living in Hospitable Moscow districts YOU CAN READ EVEN RUSSIAN NEWSPAPERS WITH PLANTY OF FOREIGNERS BEING KILLED EVERY YEAR IN MOSCOW AND OTHER CITIES. And if somebody is interested in how hospitable Georgia is he can easily visit and see it personally

Georgia should be disarmed

by Ustas
"Russia is using Georgia's August 8 attack as a pretext, despite the fact that it took place within Georgia's own borders, not Russia's."
They killed up to 2000 Russian citizens and they were only in the beginning of the process.
They attacked and killed Russian peacekeepers. The peacekeeping mission was recognized by Georgia since Georgian peacekeeping battalion was called off the positions just an hour before georgian sudden strike.

Somebody had to stop it. It's not a question of politics or territory, or influence, it's a question of humanity. Such things shouldn't happen 60 years after WW2, people shouldn't suffer so much .
That is why I think that the peace terms negotiated by EU are wrong. Georgia shouldn't be allowed to rebuild its military forces so that they can start it again.

I do not understand, every body is talking about every thing but forget about the scientefic fact that the root cause of all thes economic crises that leads to aggression and global wars ( WWI & WWII) is nothig but, evil capitalism. Both WWI & WWII were due to deep (depression) econpmic crises that forced the imperialist countries ( Hitler in Germany) to invade other countries for redevision of colonial teritorie. Historical facts tell us that it was the USSR under the leadership of th Communist Party of Soviet Union and at its head Josef Stalin who created & led the United Front and brought the alied forces (the US, British and France) within the Front against the rapacious German fascist. Victory against fascism was not easy. Out of over 40 million casulties, 26 millions were Russians (12 millions were the communist party members who laid down their lives). These are the facts that you can niether find in Russian media, nor in the main stream corporate US & Eureopian medias. I am absolutely sure that Mr. Putin who was once the head of KGB knows it well. But, his class interest does not allow him to be sincere in this case. The question of democracy is the question of class."The history of all hitherto existing society is the history of class struggles." Presently we have nearly 20 millions homelesses and 20 millions unemployment with 56 millions without health care in the US. Out of 6.5 billions population in the world, three billions are in poverty and 1.5 billions are living under $1.50 per day. This is the result of globalization by the imperialist powers. For how long more the people of the world have to be pacient and through obedience and humboleness continue this marginalizations, deprivations, plunder of their economies and atricietis committed by the big capitalist powers? This situation is sickening. Under capitalist laws of "civilizations" this must be justifyable. Hypocratically, that is why they are either silant about it or blame it on the "incompetencies" of these third worl countries. In my opinion, the working class is not only going to rise up in Russia again but, in the entire world. We are allready seeing the sparks all over the world.

I hope my view will be printed.

this conflict was brought up because of "fear" . The US&NATO has a basic "fear" of a strong Russia, and the past history of the cold war cast a long and dark shadow. By the same token the Russians have also "fear" of their own that the US & Nato to have expansionto the door steps . Having said that ,the Russians felt that the EU is a tool to the US policy determinations ,and Russia feels if not show its determination to put a stop ,this expansion policy will be detrimental to their national security because they also have "fear" of the US unilateral Policy. It could be said that the doctrin of pre-emptive strke, the scrapping of nuclear treaty decision of the past 8 years have not helped to build trust between the US and Russia . It is now very difficult to rebuild the good will existed during the time of the Gorbechev years. In international diplomacy one-up manship is a very dangerous game. And usually it produces more losers than winners.

If the next president whoever it is going to be will abandon the global policeman's attitude such as “who gives a toss what you want, you do what we want you to do" then it might be a good turnaround and peace will prevail. As it has not happened yet lets pray that it will.

Yet, these same semi-literates that are posting comments here, in praise of the un-reformed ex-KGB officer, Mr. Putin, nevertheless have the arrogance to accuse the author of this article of "ignorance". That is like the pot calling the kettle "black".
There has, as yet, been NO independent confirmation of the claim that as many as "2000" innocent "civilians" were killed by Georgian forces in South Ossetia, yet the claim has been endlessly repeated. Even Human Rights Watch, which is certainly NO friend of the Bush administration, said that it could find NO evidence that as MANY as 2000 civilians were killed . . . . only a few hundred that it could document that were killed in the crossfire of combat. ANYONE can make an accusation. Accusations are NOT facts. Rumors are NOT proof. Conspiracy theories are NOT evidence. No one seems to be saying ANYTHING about the constant stream of provocations launched by South Ossetian separatists against Georgian peacekeepers during the months BEFORE the outbreak of Georgia's current hostilities with Russia . . . . . even though some of those attacks by separatists were known to have been launched FROM the area of Tskhinvali. No one seems to be saying ANYTHING about the ethnic GEORGIAN civilians who were NOT combatants, yet who were still attacked, killed and/or forced out of their homes in South Ossetia and Abkhazia. If Mr. Putin is really so concerned about the rights of "self-determination" for a comparatively small number of ethnic South Ossetians and Abkhaz, where was his concern for the self-determination of MILLIONS of Chechnyans when they expressed THEIR desire for independence FROM Russia . . . . a Russia which engaged in NAKED military conquest of Chechnyan territory when the Czars were still in power?
And you people have the audacity to accuse the United States of "hypocrisy"? You make me sick.
And what difference does it make NOW that Stalin was an ethnic Georgian? He was still a communist, and he was SUPPORTED in his own time by many RUSSIAN communists who didn't care about his ethnicity, as long as they PERSONALLY benefited from his patronage and favor.

Putin's doctrine surfaces

by An Fhirinne
If Stefan Foiss is a Lecturer he probably knows the maxim 'You cannot fool all of the people all of the time.'To call the Georgian army a few battalions in strength is farcical. The attack force was near 10,000 strong, and equipped with tanks, artillery and GRAD rocket launchers which rained death onto an undefended city. Grads, by the way, are not guided missiles, and are very indescriminate weapons. They cannot therefore be used in anti-terrorist forces. They are for fighting troop concentrations or fortifications. When Serbian police and interior ministry
troops over-reacted to assassinations, NATO launched a 70 day bombing campaign against Serbia's civilian infrastructure. Despite Georgian propoganda, Russia's targets were military.
And now US papers are editing out early reports from their archives. Surprised?

THE KGB IS STILL THERE

by EAGEL
It is known that in the time of the cold war the KGB did its work here in USA not only in form of espionage and recruiting us citizens as agent for its intrests but also was involved in a psychological war effort by trying to improve its views in the eyes of public apinion by hiding the real facts and coming up with false ones or by defending its actions in a ridicules manor.
I wonder if some of the commentators here aren’t in fact KGB agents. And trying to take Russia side in this conflict as if the world does not have the right to see that Russia should not repeat her aggression on the world just like it did after the world war, and justifying it like only a Russian egomaniac communist can, like it hase the right to destroy the hole world for its own egoistig interest.

Since the WWII the CIA covert operations including assasinations and much more has been partly financed by a 5% commission of the Marshall Plan funds. This is according to the newly opened archives (Legacy of Ashes, The History of the CIA, by Tim Weiner).

Rusians are not bad but sadly everybody wants to pinch them and shout 'look, he hit me'. then again, i have nothing against Georgians either. they are very nice people for except few ideots at top. had i been Putin, i would have taken Sakashvilie's 'bits' and would have finished it for good, because Sakashvili is much worst than any Saddams. see, stupid Rusians didn't do it because they were nicer than anybody thought. but don't pinch them.

Truthful article by Stefan Forss

by Natela Popkhadze
As a person living in Tbilisi and trained in the history and reality of the entire vast indigenous area of the Kardu//Kartu//Kartueli nation called also 'the Georgians' for inventing agriculture, for being the first agriculturists and domesticators of wild anymals in the world, I greatly appreciate this article of Mr. Stefan Forss from Helsinki. May I add that the term for a tiny immigrant population that infiltrated from faraway area of the North-East into North Caucassia and hence to South Caucassia are called 'the Osi'. The word 'Ossetian' is an improper translation of that word into English. We hear vrom French, German diplomats lately the new term 'the South Ossetian people'- that is an unacceptable innovation. The Parliament of the Republic of Sakartuelo// of Kartu// of Georgia abolished the Soviettime oblast called 'South Osseti' in 1922-1990. By the Resolution of that parliament dated Dec. 12, 1990, the traditional name of that region was revived: the Tskhinvali region of Georgia. The so-called 'Northern Osseti' was created on indigenous Georgian territory in 1926 and ought to be abolished as an indecent action violating the International law. It is seen that Russia distributes Russian passports to anyone and even forces the Georgians living in Georgian areas where the Russian so-called 'peace-keepers' are stationed in Georgia to accept the Russian passports for fear of being killed. That is the Russian government's policy in the XXI century! Please be advised that the Tskhinvali region, as well as the Kaukavi region( misnamed since 1926 into the so-called 'the Northern Osseti region" are indigenous Middle Georgian territory. Areas situated north of that region are also indigenous Georgian territory where the Georgians are the forst, the earliest population. The culture created in that area is Georgian, the ancient inscriptions there are written in the Georgian language by the Georgian inhabitants. From the name of the alien Ossi derives the Georgian word 'daosebuli/'/ 'da-Os'ebuli', that means 'very weak in force, hardly able to walk due to hunger and poverty and homelessness.' This characterizes the poor state of the Ossi persons that infiltrated the highland snow-clad mountain region of the kingdom of Georgia in recent times. Their homeland was not and is not there. That is indigenous Georgian territory. From that remote area they infiltrated into Kukavi village area in the North Caucassia, hence part of them unfiltrated into Souther Caucasus. The Ossi do not deserve any autonomy neither in the Northern nor in the Southern Caucassia. They are undesired immigrants there. Indigenous Georgian territory is entire Northern Caucassia, the basins ov the rivers Aiia, the Tana(modern Don), the Ra( modern Volga), entire area around the Kaspian lake +the area around the Aral lake and Margiana in the East. Even the name of the Georgian ruler of that area- Medea- and her country 'Media', as well as the term used for the crude oil of that vast area -"Medea's Oil" tells much! The Georgians// the Kartvels need their entire indigenous territory. We do not claim foreign lands. And we remind readers that the Aiia peninsula renamed later into Krimea( from Krymetopon-in Greek 'the Foreid of the Ram, of a sheep- geographically resembling it) is indigenous Georgian territory governed in the past by the Georgian king Aiette, her sister Cira(pronounced Tsira) governing the Eastern area of that Aiia peninsula. Indigenous Southern Georgia is modern Iraq. It is also Kartu//Kardu, attested in the cuneiform script of the royal correspondence of her kings, their resolutions. The Georgians created the first civilization. War against the Georgian nation is war against that millennya-old civilization. As to the term 'Abkhazi' it is a local tern denoting ethnic Kartvels// the Georgians. Abkhazia is not Apsny. Abkhazia is around Gagra, Ochemchire, called also Imereti, Samegrelo//Megrelia, while Apsny is in the Ural mountains according to modern maps. In I century it was in the Northern Caspian "sea" coast according to the Natural History written by the Roman admiral Pliny the Elder . See the Loaeb Classical Library edition of that work, book 6, volume 2, p. 162. Both the Latin original text and the English superb translation, edited by Horatious Racham is there. Frederic Dubois printed a map created according to the text and maybe the map of Pliny and inscribed the 'Abzoa'( Absny// Apsny is considered to be the area of the Absoa//Apzoa) at the northern coast of the Caspian lake("sea"). These are the facts. Abkhazia was never at the Caspian. Absoas are aliens in both Southern and Northern Caucassia. They do not deserve any autonomy there according to the International standards. Asto the Abkhaz, their mother tongue is and has always been the literary Georgian language( and not the so-called Absoa//Apsoa language that is being artificially created by infixing 'a' to Georgian, Russian and other words: Georgian 'kalati' became 'a-kalat' (a wooden vessel) in the so-called Apsua language( improperly called Abkhazian language by evil-doers), a Russian word 'more' became 'a-more' ( a sea) in that language. Entire so-called Soviettime Caucasian studies are absurdities , misinformations, falsifications that caused wars. The Resolution adopted by the regional government of Georgia under Tamaz Nadareishvili on 25 July, 2002, was printed in the Newspaper 'Abkhazetis Khma' in Georgian on Aug. 2. 2002. I translated it into English that very day and sent it to the UN Secretary-General, the UN Security Council, to the European Union, to the Council of Europe, to the OBSE etc. It says that due to the Russian imperial policy the meaning of the term Abkhazi was distorted. The Georgians were deprived to use that term to denote their regional identity. It was awarded to nongeorgian aliens and to those Georgians that would consent to take Soviet passports that denoted that their nationality was Abkhaz//Apsua. The terms are not identical. The details are at abkhazia .freewebspace.com in Georgian, at http://sacartvelo.freewebspace.com, at http://nabukodori.freewebs.com

Putin's Russia

by Espi
There was no way Russia would be a quiet poodle under the benign influence of the US, the way Europe is. Its history, size, culture and self image demand a seat at the high table surrounded by world powers. The only super power of today, the US has perforce accommodate the ambitions of large nations like Russia, Brazil, China and India (the BRIC nations) to be treated as strategic equals. Their rising economic and military clout will enable them to gatecrash into this "exclusive" club anyway. Europe solely through economic and political consolidation has been able to retain its strategic relevance though by playing second fiddle to the US has lost all ability to be seen as an honest broker by the BRIC nations.

Given this strategic perspective, it is easy to understand Russia's action in crushing Georgian impudence. It sent a firm message to the West that when it comes to its neighborhood Russia will not allow upstarts like Georgia to front for the US and taunt it without paying a heavy price. And to the US that it recognize Russian interests in its neighborhood. It is amazing that the US did not expect Russia to avenge the humiliation the US inflicted on it by encouraging and supporting the independence of Kosovo.

Let the US forget about enticing Georgia and Ukraine to join NATO. And instigating the oil rich Muslim Central Asian nations to rebel against Russia. If it ignores this warning, one should expect Russia to encourage the disintegration of Ukraine by stoking rebellion from its ethnic Russians (who form 40% of the population) and by helping Iran with its nuclear program.

russia is insulted

by eric dane
history of russia reads of a victim record. her empire was formed 90% in reprisals; and
from appeals of others to safeguard their existence from others. yes their were ulterior
things; there are bad men; and nothing among any people is injure proof. but the politic
of russia is more sincere then in america; the word 'bullshit' is american idea; because they
have so much of it present in their minds; they have a very inferior mentality.

they do not have discipline of character; i have met police, soldiers, their top businessmen,
ia m telling you they have no true depth. give them better money; you could put them in russian uniform. i am in an american city; more latin spirited; very sick place; montreal; people walk the streets with no sense of respect for themselves/others; metros are filled
with black mans gang graffiti; crying to have sex with white girls. that is the real issue.
they WANT sexual integration; they never cared about schools, or jobs or serious ethnic anything. they wont date normally their own people. easy life with no work idea. no long term plan idea; no facing consequence of what you do. its evolution; she did not make them for this modern world. there wont be no african black man empire; but you can find many black americans thinking like this; its very scary place montreal; they play a politic; gangdom rap music; it is the music of poor distressed 3rd world people wanting to fuck high quality people. you can read and see this sick rape everywhere throughout america from canada to venezuela; the white girl nonsense. its an intent focus.

russia has reason to be deeply concened its cultural survival, racial demography; thats how russian reason will survive next generation; if it become 'black american' pumping pumping pump you will all be suffering serious poverty in only 10 years. they have devastaed usa. canada, colombia through internal sex and crippling gangdom rap music.
america breeds serious problems with this mental violence; a social environment that cannot sustain. look at criminality profiles from 1960 to now; its a bad wow. everything
doubled or went fourtimes high. for instance rape; 17,000 to 100,000 approx. murder is similarly found. yet the population was 179m and went to some 290m did not double, but yet look at the figures. then take a look for that period and we see why; black population
soared, and so did foriegn migrations; looking at an image of the american 1970s wee see a typical representation of white saxon people; today? its the most unsightly thing ive seen;
ugly ugly ugly; and their 'desperate' to hide it with what sexual traffick victims they can get. enter russia. what better way to undermine russia then to undermine its economy by denying entrance WTO? and to trafficking persons? they pay into it through contrary channel. sexual trafficking is financed by anglo countries. through jewish ally. and they care not if these girls get killed, or raped by negros in their america or into south africa;
they brought them their like fish to piranah (who cares about precision?) its plainly in the open in the letter of the south african president (last) . what can you give blacks anyway?
they only ever wanted 'pu***' forget beautiful empires of humanity; i have not seen one good looking cross yet.

these literal wars are but prelude to the far deeper; like cheney said 'well teach the russian a better behavior' yes he'll make the russians american; think american, talk american 'hey buddy, how you doing buddy? got a problem buddy?' etc etc etc. mentally ill people. try to tell them your name is vladimir and not buddy and they take insult; oh your not wanting to be one of us buddy? too bad for you' and then you dont have job, nor girl and your poor.
they dont care about russian males; unless they can get hurt by them. respect is never given freely by the anglo; or jew; you have to break their jaw and reallign forcibally their reason; thats their history. thats why they hold most the world. there are good anglo
but they dont rule the top.

the issue is genetic psychologic; this american dog wont go away, until you invade their
land and plant a new flag. they have empowered themselves as the worlds criminal organisation. its mothers them all like an unfine sheperd. a gang of blooded rapests whom just realised their own states is getting raped internally; their is not respect with criminals;
you get weak; they rip you down.

something went wrong with england and anything coming from that quarter; its not the same people today that once were. the good that held it content no longer rule the top;
elizabeth is no victoria. take a look at american canada; theres a lot of british people
here who are silent about their expression. forget the english accent, behavior; manners,
they quiten themselves with a fake american one. the british should be concerned about
america; this unholy dog will chew her out eventually. they should not have lost the
american imperial war.

russia is the only power today who can put american army on its ass and then some. yes america has a vast naval force; yuo cant beat them on that; but you dont win a country with a navy; but with an army. and russian nature will never compliment the american.
ask the russian girls who are smart about american men; their whore users; they dont marry, their worse then russians. put up a smile, but spread your legs and father some
american mentalled monsters. look at the russian politician gary...GARY????? thats not russian name! thats right; he has a face NOT RUSSIAN, hes a born outsider; a black boys son. wanting power upon russians. sad. usa has now this obama. obama? OBAMA!!! what kind of name is that? thes right its not an english name. America is now Jewish (israel)
the very name barrack obama sounds jew, yes? its a prelude of a serious racial demographic problem in america. im in montreal; its a tidal wave of dispair; recently had a
500 man (black) riot; sounds like south africa? thats what happens when black boys want it easy and their hispanics affiliates (same theme; white women) . well if you cant take your existence; dont have sons. only daughters. its your nature, thats the problem. let russian genes purify your ugliness. the only way to improve the blacks and hisp and arabs is get rid of their males. do it for 3 generations; and it works:) thats genetic quantification. or have a seriious extension of black africa in canada; theres 150,000 male blacks in montreal; they sex about 20 women a year; thats 10 pregancies perhaps; add all that up generation (every year) and wow; the french wont exist in about 20 years! they will all be ugly. integration is beautiful, da?

bye bye america

' back-to-front', as Russia , seeing all the georgian troops re-education by american experts and supplementation with the new american military
technology , naturally, got the message and started their own preparation for the possible confrontation. Good thinking!

A question

by ee
"A few Georgian battalions - trained to fight terrorists, not to manoeuvre against a powerful Russian army! - undertook a militarily deficient offensive against Tskhinvali..."

How could this offensive be described as "deficient", if they took the town and all important heights around it in 5-6 hours time and kept it in their hands for several days before they were ordered by the Georgian army command to get out of there and concentrate around the nation’s capital?

It may be named, for example “futile”, since the control over Tskhinvali gave less fruits than it might be expected and have been dropped in the end.

Questionable stuff

by Alex Xatchett
a) First of all, as it was noticed by other people, the Georgian strike force, whatever it may have been, managed to take an entire city, and more or less hold it against the Russian army. Before that, the city was bombarded with artillery. It would stand to reason that this is anything but an "anti-terrorist" unit in action.

b) The repeated "Russian" provocations. There are practically no sources that would lead to such a conclusion. There have been skirmishes, but both sides (Ossetia and Georgia) claim that the other has started them. Pointing out the Red Hand of Kremlin as the sole moving force behind the mutual hostilities, the author is neglecting to mention (not on purpose, I hope) the 1991 massacres that led to the de-facto separation of the provinces. So if we're trying to be fair here, it would be the same as saying that the US has pressured Georgia into attacking the separatists.

c) At about the same time the Caucasus 2008 was held, something that was called "The Immediate Response", a joint US-Georgian exercise of the same nature, was being carried out just south of the border. With all the chest-puffing going on, it would only stand to reason that one would try to match the other.

There are other factual errors and omitted issues , but let's just leave it at that. Maybe next time Mr.Forss will remember to spice up his articles with the Vodka-filled Samovars on Polar Bears...

Did I get it wrong?

by v.purto
Natela Popkhadze's long piece failed to explain with regard to Georgian claim on South Ossetia where North Ossetia is. She is not alone. All the world free press, free of shame that is, never mentioned that South Something always comes with North Something. For South Something has more in common with Something than with Georgia for example.

That North Ossetia is separated from South Ossetia by the Main Caucasian Ridge is a geographical given. Both slopes of that place are populated by the same Ossetian people, speaking the same language and pricticing different religions. Right nation for self-determination ends at the moment the self-determined nation determined to opress its own minorities.

Russia served very timely notice to Ukraine, in which Russian speaking majority is forced to speak Ukrainian and force to learn in school extreemely biased and simply delusional version of "Ukrainian" history.

Next on the line goes Latvia and Estonia, two countries oppressing their Russian population, constituting 50% of total population. Governments of these two countries had chosen unwisely last time, siding with German Fuhrer. They are choosing unwisely the second time siding with American Fuhrer.

Czechs, when allowing missle pads on their soil should also remember that 30% of his tanks, artillery and ammo Hitler got from Czechoslovakia but Red Army treated them not that harsh as they deserved. This time it might be different.

For Poles I do not have any advise for they are uneducatable and left to their own wisdom desintegrated more than 200 years ago.

Overdone

The article follows the formula well known from the Cold War. It is a mixture of politics, international law and historicism, with the well defined presumed effect on the reader. Sorry, does not work. The sphere of influence doctrine is merely a push-back to the NATO's presumed sfere of influence that includes every corner of the world, and every possible problem. The UN law and resolutions do not require of any country to passively accept attack. Violating the peace is still the highest offense in the interenational law. As we are living in the time of "preemptive" wars, it is hard to blame Russia. In spite of the attack being in progress, Russia did summon UN Security Council meeting, just to be rebuffed in its request that Georgia be called upon to stop the attack. You can easily guess by whom. So, here we are. No amount of historicizing will absolve the aggressor. I personally no longer pay any attention to "formula" articles. There is nothing to learn here, except the same old, tired nonsense.

its so easy to say americans are not perfect and shrug off responsibility when they are slaughtering thousands for oil and engineering regime changes. well in the same wein i can say the same thing saddam was not perfect but life was flourishing in iraq at that time . but its ok to support saudi arabia -- where a lady who gets raped is lashed for complaining . iam sure bush thinks its a flourishing democracy. where does this hipocracy end. tell which country secret sevice will keep quite when its president gets an assassination attempt. may be freedom loving bushamerica .

1) its also very true when russian economy was in tatters and poor it was haled as the great friend ( ie, when it dint / coudnt question ---bush the mass murderer)
so when u question u r an enemy( well china is smart till now let the dragon gets its fangs and fire fully u will know then )( well india is pretty toothless well any i would like to thank uncle sam ---------------- since iam an indian-------------------------no wonder we are good friends )

2) putting so called defence sheilds in russias neighbourhood for tackling iran ( dont u think u should seriously ask about bush advisors sanity or is it pure bullying and monetary reasons for the benefactors ofcontract deals
lets get a hollywood tinge --- for who ever watched LORD OF WAR its only a fraction its the america pure in pristine AND BLOOMS who is the LORD OF WAR )--- who woudnt get mad , atleast for a proud country like russia unlike a dog like britain which shovels the mud when uncle sam says so)

3) in the axis of evil whats wrong with iran , ofcourse n. korea is a basket case

the question to every one who is reading this is why not the great america not engaging n. korea in war ---------------------- the answer is simple cause it doesnt have any natural resources which concerns america -- so be well mr. kim i hope u recover well from what ever illness u have

4) well coming to the point of protecting their citezens russia is surely right in atleast i reapeat atleast using force when its peace keepers are shot ((i absoutley abhore killing civilians --- as iam a doctor) ( basic requirement even by american standards i guess -------------- look at afghanistan and pakistan ------------- how can they say only americans are the precious lil things that can be saved why not the othet countries ------------------------------------------i guess u got to protect them from ur cardinals / bishops even ur gays sound safe ------------------------------ despite the western media scrutiny not many stories come from the countries u r protecting and even from russia ( despite the claim that media is controlled sure if a guy cant get a dacha he sure woudnt mind selling a juicy story for a million or so on the sly-----------------------------" sure americans are not perfect "

5) sure whats wrong with putin --------------------- he been very intelligent and bright ( cause europe was stupid it was only listening to american provocations which r not even in the intrests of europe -------------------- in what way did, dids he ( rus)provocate europe from 1991 every thing was being done at the behest of the elder brother uncle sam before that the divisions and problems were due to ww11------------------------------ the spheres of influence

6 ) tell me europe the dismemberment of Yugoslavia was it ur ides in the first place ---- iam just an ordinary citizen from a country u woudnt even bother to refer on a map

blatant chauvinism of power

not of military might

any day russia can match

it was banked on economic might

we sardonicly welcome russia -----------------------------the language we we call with affection is rus but we still like them for their dollars ( americans)

the story about saddam was he tried to break the back of uncle sam by putting his country money reserves when on UN blockade in ero and other currency ( iam sure many people would try to hack or trace back ) if thing like this started in oil countries ur beautifull america will discend down to chaos --------------------------( i love guzzling cars )------------------- this none of the amrican public want to watch cause u love soap operas when some one is getting muredered or raped ----------------------------

the problem is in the name of national security --------which include oil , ur life stlye , preseving democracray( india has too much democracy-----------------------where people r mowed down cause u r rich -------------------------------- beleive me i dint kill anybody but i misbihaved after an accident --------------------------------- i love american democracy cause im rich to pay way through

THE BIGGEST PROBLEM THAT, EVERYBODY JUDGES AS IT IS better to him. Western Journalists, rarely try to look otherwise, without prejudge. I hope other reads the comments. It is like in economics.. and not only there is MORAL HAZARD, to have too big self esteem, because you cant fool yourself, if you do wrong you'll be in decline, after economic decline there will be moral, ideological. What is clear here, Russia will have a strong voice, and the only solution is to negotiate, if one tries to isolate Russia, then it wont be good to him anyway.

AND!!!!

WESTERNERS SPEAK ABOUT BAD HUMAN RIGHTS SITUATION IN CHINA, CUBA, BELORUSSIA, RUSSIA.. THEN WHAT ABOUT 1,2 million dead in IRAQ. .... NO OTHER COUNTRY IN THE WORLD HAS KILLED SO MANY PEOPLE.... THEN SHUT UP AMERICANS!!!! FIRST CLEAN YOUR HOUSE, THEN WATCH THE ORHERS..!!!

So what Georgia

by max
It was amazing to youtube some of those UN videos where American diplomats declare that the "age of coming and invading a EUROPEAN country is over". C'mon Russia, go and invade a Russian, or better yet, a Middle Eastern country. Americans are fine with that. :)

respect to Stefan Forss

by sad
I'd fully agree with the author but one thing and this isn't his fault or ignorance. It's sooner my fault and the people of my kind but let's drop it. Russia as it is has nothing in common with those in moscow who lost their heads under the shower of billions and billions dollars. They've robbed all cities and towns in russia without resistance and punishment long before Georgia. Not putin or medvedev they are puppets even not human is ruling russia but sort of animals. Be afraid of them and if you are able stop them.

A very recent history teaches us that Saakashvily is not the first on this path and South Ossetia is not the first nation polished West is trying to erase. And it is again Russia that comes to save little nation from being exterminated. The first time may have red as just an play of forces of history. Some may argue that in 1945 Russia was not really choosing to liberate Auschwitz, but happened to stumble on it on its way to Berlin. Well, hard to debate this time around.

All these calls on Georgian pride and American pride as well... Georgians did not elect Hamas, they elected Harward graduate as their president ( and so did we ). Someone thinks they got a driverâ??s seat in Taxi Georgia, and now have a free pass at smacking this car in the Russian granite, just to see the artistry of the wet spots. I bet those wet spots wontâ?? read â??NATOâ??. However in a world of flying drops mother nature is free to draw as she pleases.

An unipolar word

by jcc94
Off course you can say this word is unipolar, only one superpower and its well-trained dogs can invade another countries under false statements of WMD and other non convinced reasons. That is fine, but you need to size every one with the same line, Russia is trying to protect its interests only as every other superpower, and the Georgians are the most alienated kind of people in the world. They hate Russians because they are the only well-defined identity in all central Europe. Russians are not pseudo-Americans, or pseudo-Europeans, they know exactly what they are. Georgians are simple like kids, very rebels again the hand who fed them during 70 years and dreaming to became something else, all the time just kissing the ass of America and Europe.

What are the qualifications for a political leader?

by Observer
Most importantly, I am not Russian but I lived under Sovjet dominance! I do not hate any people, but abhor any manipulative nationalistic political agenda.

The article's conclusions are rather incomplete (while occasionally too wordy on some — in my opinion less important — details). It overlooks some essential and dangerous subjective elements in the Georgian conflict in which the responsibility lies with a demagogic Georgian president. Jelcin (the "Great"), G.W. Bush, Saakashvili, the Polish Twin Brothers, Hungary's Gyurcsany, Ukraine's .... just to mention a few, all are opportunists, paranoid, completely inept, insecure but overcompensated, suffering from at least borderline mental and personality disorders who lack in any self-control and self-criticism. Neither of them is capable of thinking straight, but all of them envision a reward of a kind of greatness, from history. Looking at Saakashvili and the Polish Duo in particular, one cannot help unnoticing striking similarities in personality treads with Stalin (another from Georgia) and Hitler (not a kind company, especially, for the Polaks). Saakashvilis and the likes do not hesitate even to set fire on the world to hide their despotic tendencies. When they run out of options, they are ready create an external (international) situation to balme it for their lack in succeeding at home. Dangerous, very dangerous game. We need sober and intelligent leaders in both EU and US and Russia who would prevent these political arsonists to run amok. MOST PEOPLE DO NOT WANT WARS!

Chechens were terrorists - that is the difference

by Аnn
Chechens (Dudaev and other terrorists, including arab mercenaries fron Al Kaida) seized maternity hospital in Buddenovsk (flmost 100 people died), the theater in Moscow( musical NORD OST) - about 300 victims, 2 many-storied houses in Moscow and 1 in Volgodonsk detonated - hundreds of the dead!!!!One train (50), one airplan (about 100) blowed up...the school in BESLAN - 350 victims (and about a half of them - children) ... Terracts in Moscow undeground - dozens of victims...And hundreds of "small" terracts against common people
YOU CAN COMPARE CHECHEN TERRORISTS with AL KAIDA,the Basque Provinces, Tallibs, but to compare thrn with Ossetian and Abjasian separatists would be an outrage, a lie!!!!

Russia checked USA arrongance

by Rich
Like Mandela once said that USA has made itself world police it's high time countries combine their will to neutralize US world influence.A unipolar world won`t benefit any
one except the hungry wolf.I like recent Medvedev's 5 point doctrine where one states "the world should be multipolar".

Up to now I don't understand any difference between Kosovo and South Ossetia/Akhazia that attracted a barrage of condemination from ever right US where some unbiting words made were mabe like "No business as usual","It will be dead on arrival".I wld also like to tell US that's no business as usual indeed it shld treat other countries as partners otherwise the demise of US empire is un avoidable.

putin's doctrine surfaces

by yesjay
what wrong is there in driving out the marauding killers of georgia from south ossetia. don't ever forget that Americans always have different yordsticks when it comes to their interests; if you have any doubt, look at their gameplan in Kashmir,India. They recognise terrorists only on the Afgan border;for ,the American and Nato soldiers are killed and maimed there; but they turn a blind eye to the terrorists, whom they groomed and armed in the Soviet-era Afganistan, crossing into Kashmir from their vassal state of Pakistan to kill, rape and plunder the highly vulnerable people of the state. So, never be surprised if Georgia, under the present lunatic leadership,is once again armed and encouraged to go to war again to satiate the power-extension policy of America. So,the whole article is a
mere hogwash that cannot hide the sins of the outgoing American leadership.

by Wrong tags to regions
The paper is just jungling with western tags being attached to Gourgian and Russian leadership.
"Separatists", "breakaway regions" of Georgia, a "small democracy".
This is bullshit. This must be very strange "democracy" if minorities for last 15 years after collapse of the USSR don't want to join this "democracy".
You think that thousands of people (Osetins and Abhasians) are so stupid that they run from "small democracy" and wish to join "Putin's offensive regime"?

Rememeber the stories of cold war - the germans from East Germany (GDR) risked their lifes for better life in West Germany - the better democracy. If the border have to been sucured tightly by the communist regime, the East Germany would have been depopulated at once. Buit now nobody flees from Abhasia towards "small democracy", although the border is transparent for them. Think about that.
